Albania’s ruling Socialist Party has reshuffled its regional political leadership less than a year before local elections, with Prime Minister Edi Rama moving key figures and reinforcing control over Tirana, the country’s most important electoral battleground.

Taulant Balla, head of the Socialist parliamentary group, has been appointed political leader for Tirana. He will share responsibility for the capital with Ogerta Manastirliu and Damian Gjiknuri, forming a high-profile team to manage the party’s campaign in the capital.

The changes extend across several regions. In Fier, Belinda Balluku remains in charge, while in Durrës, Emirjana Sako has been replaced by Blendi Klosi. In Shkodër, Benet Beci has been removed, with Energy Minister Enea Karakaçi taking over.

Rama has also assigned Lezhë to newly appointed Defence Minister Ermal Nufi, while Ulsi Manja moves to Dibër. The reshuffle signals a broader strategy of deploying ministers and senior figures directly into regional political roles ahead of the vote.

The decisions were confirmed during the Socialist Party Assembly held on Saturday, where Rama also outlined wider political priorities. These include a potential referendum on the number of MPs and a renewed push to conclude EU accession negotiations within the current mandate.

Rama also addressed economic concerns linked to rising oil prices, warning of continued volatility while pledging support measures, particularly for pensioners. He indicated that fuel taxes could be reduced if prices exceed key thresholds.

The reshuffle reflects a clear attempt to consolidate political control and mobilise the party’s strongest figures in key regions as Albania heads toward another electoral test.
